Democracy in times of crisis
Despite the resilience shown during the pandemic, the quality of democracy in the region has suffered. Half of the democracies in the region have suffered erosion, and one of them, Brazil, is experiencing an episode of democratic backsliding. Of special concern are the attacks on electoral management bodies and the negative impact of the pandemic on civil rights and Freedom of Expression. In addition, authoritarian and hybrid regimes have become entrenched in the region.
