A Conceptual Framework for

Democracy

International IDEA defines democracy as popular control over public decision-making and decision-makers, combined with equality among citizens in exercising that control.

This understanding is structured through a comprehensive conceptual framework that divides democracy into four main categories and five related factors and subfactors. This framework guides the analysis and reporting within the Global State of Democracy Initiative, ensuring a clear and consistent approach to evaluating the health of democracy worldwide.
