Qatar enacts new disability rights law
On 5 October, the Emir of Qatar enacted a new disability rights law, which includes a key provision requiring the Council of Ministers to set an employment quota for people with disabilities in both the public and private sectors. The law updates the national framework for the rights and inclusion of people with disabilities, promoting equality, inclusion and non-discrimination, and mandating reasonable accommodations in education, employment, healthcare and public services. It also requires improved accessibility in transport, buildings and digital platforms, and affirms civil and political rights. Additional measures establish a national database and ID system and provide tax and fee exemptions. National rights institutions welcomed the law as a step toward greater inclusion and alignment with the UN Convention on the Rights of Persons with Disabilities. The specific employment quota is yet to be regulated by the Council of Ministers.
