Protección de los procesos electorales en el entorno de la información

Las democracias de todo el mundo están sufriendo una pérdida de confianza en las instituciones públicas y el sistema político, cuyas repercusiones sobre los órganos de gestión electoral y los procesos electorales se traducen en elecciones impugnadas e inestabilidad social. En ocasiones, esto se debe a errores y deficiencias que es acertado criticar. Sin embargo, en los últimos años, uno de los motivos principales de la pérdida de confianza de la ciudadanía en los procesos electorales se encuentra en las estrategias que se utilizan en el entorno de la información para difamar las elecciones.

Aun cuando la administración de las elecciones es adecuada, tanto los contendientes políticos como distintos actores nacionales o extranjeros malintencionados pueden plantear relatos falaces sobre fraudes, irregularidades y manipulación. Estos relatos, que en ocasiones centran sus acusaciones en las instituciones electorales y en otras amenazan directamente a los funcionarios electorales, tienen el objetivo de perturbar el traspaso democrático del poder y allanar el camino para que los candidatos derrotados no acepten los resultados y se abra la posibilidad de que se produzcan altercados violentos. 

El propósito de este proyecto es reforzar la protección de los procesos electorales a través de la lucha contra las estrategias difamatorias y aprender de las lecciones extraídas del debate y las colaboraciones en curso en seis países escogidos. El proyecto, que se basa en las mejores prácticas internacionales y los intercambios entre los países escogidos, facilitará a los actores nacionales de esos países recabar sugerencias para el futuro, trabajar en la aplicación de estas sugerencias y compartir las lecciones aprendidas con la audiencia mundial.  

Actividades en los países incluidos en el proyecto

El componente en el país del proyecto incluye tres elementos constitutivos o fases principales: 1) un taller para mapear el panorama informativo y sus actores, con la consiguiente producción de documentación relacionada, 2) un taller que sirve de punto de partida para elaborar hojas de ruta destinadas a reforzar la protección del proceso electoral frente a las amenazas procedentes del ámbito informativo y 3) primeros pasos hacia la aplicación de la hoja de ruta. 

Actividades fuera de los países incluidos en el proyecto (interrelaciones) 

Si bien el diseño y los mecanismos de cooperación relativos a las medidas para hacer frente al problema son específicos de cada país, estos procesos y redes nacionales informarán y afectarán las redes regionales y la comprensión mundial.   Los conjuntos de materiales generados en todo el mundo servirán para respaldar las actividades en los países. Las conclusiones de las actividades en los países se documentarán y compartirán entre los participantes de distintos países. El proyecto facilitará los intercambios entre cohortes de las distintas actividades en los países, tanto de manera remota como presencial. Las conclusiones de todas las actividades que se consideren relevantes en el plano mundial se unificarán y se pondrán a disposición del público. IDEA Internacional se asegurará de que las recomendaciones de los procesos nacionales informen las prácticas y la elaboración de normas mundiales.
