Digitalization and Youth Engagement in Electoral Processes in the SADC Region
This policy paper stems from the 26th Annual General Conference of the Electoral Commissions Forum of SADC Countries (ECF-SADC), held in Seychelles on 11 December 2024. It synthesizes insights from a distinguished panel of regional and international election specialists. The seminar, supported by International IDEA through the EU-funded Strengthening Pan-African Capacities for Electoral Observation and Assistance (SPEC) Project, brought together electoral experts, policymakers and stakeholders from across the SADC region.
The paper delves into the critical intersection of digitalization and youth engagement in electoral processes within the SADC region. It addresses the opportunities and challenges presented by digital tools in elections, alongside strategies to enhance youth participation as voters, candidates and civic educators. Furthermore, it tackles paramount concerns such as cybersecurity threats, the digital divide, the spread of disinformation and the gendered impact of AI on women in politics. This paper offers targeted policy recommendations and actionable insights, serving as a vital resource for EMBs, national governments, political parties, CSOs, media outlets and international and regional partners committed to strengthening democracy in Southern Africa.
