Nepal’s Constitution and electoral framework recognize inclusion and proportional representation, but Indigenous youth remain underrepresented in political leadership and have limited influence over candidate selection, party decisions, and public policy.

This policy brief examines the gap between formal representation and meaningful participation and presents options for political parties, electoral authorities, federal and local governments, Indigenous institutions, and youth networks to improve transparency, leadership pathways, inclusive consultation, and accountability. It presents policy options for national and state governments, autonomous councils, Indigenous institutions, communities, Asia Indigenous Peoples Pact (AIPP) member organizations, and development actors. It is part of a series that examines the political participation of Indigenous communities in Nepal, Bangladesh, and Northeast India.
