
We are deeply concerned by the use of excessive force by security personnel, including the killing of 19 people on 8 September 2025 while protesting against corruption and the government’s ban on social media platforms. We extend our heartfelt condolences to the families of the bereaved and wish a swift recovery to the several hundred people injured. International IDEA supports the OHCHR’s call for a prompt and transparent investigation into the killing of protestors.
International IDEA reaffirms the fundamental importance of freedom of expression and peaceful assembly as integral components of the democratic process. We urge all stakeholders to resolve the current tensions through dialogue, grounded in democratic principles. We further call on all parties to refrain from violence and from the destruction of public and private property.
We welcome the ongoing dialogue between representatives of the youth, the President and the Chief of the Nepal Army, as a step toward restoring normalcy. We encourage that these dialogues be conducted in a spirit that upholds the democratic values of Nepal, as enshrined in the 2015 Constitution. Looking ahead, we urge the pursuit of a democratic and inclusive political roadmap.
