CEC Moldova strengthens capacity in electoral risk management ahead of 2025 parliamentary elections

The workshop strengthened participants’ ability to identify and manage risks during the pre-election period, with a special focus on threats from Foreign Information Manipulation and Interference (FIMI) and Domestic Information Manipulation and Interference (DIMI).
The format combined expert briefings, scenario-based teamwork, and a tabletop simulation, tackling key issues such as CEC’s risk appetite and tolerance, rapid response and coordination across institutions, transparent and timely communication. CEC Chairperson Angelica Caraman underlined the importance of these exercises: “These workshops make a significant contribution to preparing CEC staff to anticipate and manage risks, thereby ensuring a safe and transparent electoral process.”
Pavel Cabacenco, senior expert who contributes to International IDEA’s electoral risk management work in Moldova, added: “Such pre-election exercises are a novelty for the CEC. They show the Commission’s real commitment to building resilience and conducting elections in line with international standards.”
This workshop is part of a broader series of capacity-building activities supported by International IDEA to strengthen CEC’s resilience for the 2025 elections.
Earlier in June 2025, CEC officials used International IDEA’s Electoral Risk Management Tool (ERMTool) to map risks across the electoral calendar, analyze scenarios, and develop mitigation measures. The August exercise built on that work, helping the Commission sharpen its preparedness for challenges in the months ahead.
