Palestine - 2006 - Legislative Election
The 2006 Palestinian Legislative Council election was a major political turning point because Hamas won a clear parliamentary majority, ending decades of Fatah dominance. Held on January 25, it used a mixed electoral system with half the seats chosen by proportional representation and half by district races, and turnout was very high, which gave the result strong legitimacy. International observers said the vote was well run and reflected the will of the Palestinian people, even though the outcome surprised many outside observers. Hamas’s victory deepened the split between Hamas and Fatah, triggered an international aid cutoff to the Hamas-led government, and helped set the stage for the long political divide between Gaza and the West Bank.
In this recording, Vladimir Pran discusses his work in Palestine with the National Democratic Institute, beginning in 2004 during the lead up to the 2006 elections and discussing the long term implications of the electoral system used during the race, and how the results of the elections contributed to the aforementioned current day political divisions in the region.
Vladimir Pran has been advising electoral authorities, governments, and political leaders on transitional elections, political processes, constitutional reforms, and governance for over two decades. He served as the UNDP Chief Technical Adviser in Palestine and as a Senior Adviser with the Middle East division of the International Foundation for Electoral Systems. Since 2007, Pran has worked on the design of electoral systems and processes in Palestine, Pakistan, Somalia, and Iraq. From 2001 to 2007, he worked with the National Democratic Institute, advising civil society organizations on electoral issues in Asia and Africa. In his native Croatia, where he graduated in political science from the University of Zagreb, he worked with the Croatian People’s Party and the Croatian election organization GONG. He is currently serving as a Senior Governance Adviser with Adam Smith International.
