The International Institute for Democracy and Electoral Assistance (International IDEA) and the State Electoral Commission (SEC) of Montenegro will organize a context overview workshop on Mapping Electoral Risks in Montenegro on 12-13 December 2022. The event will bring together a diverse group of stakeholders with expertise in elections and risk management to assess electoral risks in upcoming elections in the country.

The 2025 State of Democracy Report reveals a clear decline in press freedom and freedom of expression, fundamental pillars of the democratic system. This reality weakens the professional performance of journalists in general, but particularly in environments where other erosions of freedoms are evident.

This case study examines the preservation of election results in Guatemala through the lens of the political crisis that occurred in that country in the second half of 2023. Despite Guatemala’s democratic deficiencies, electoral results had not previously been threatened there in the 40 years since the democratic opening in 1983.

The International IDEA Annual Review of Constitution-Building examines global constitutional reform efforts around the world. The 2024 review covers cases from Africa, Asia, the Caribbean and Europe, highlighting both the challenges and opportunities facing democratic constitutionalism today.

According to the Global State of Democracy, Guatemala is experiencing stagnation in the areas of rights and representation, as well as a slight decline in the rule of law and citizen participation. Despite this, there is also an active citizenry that rises in critical moments to defend democracy and the vote.

The Constitution Building and Rule of Law Programme of International IDEA and the Bonavero Institute of Human Rights, Oxford University, organized a roundtable under the theme Resistance, Reversal, Resilience: Lessons from Abuse of Law to Attack Civic Space on 12 and 13 June 2025.
