International IDEA engages in African Union Democracy and Elections Retreat

On 26 February 2026, the African Union Commission’s Democracy and Elections Unit (DEU) convened its Annual Retreat in Addis Ababa, bringing together key partners committed to advancing democracy and electoral integrity across the continent. The DEU, operating within the African Union’s governance architecture, plays a central role in election observation, electoral assistance, and the promotion of democratic standards in AU Member States.

The retreat convened representatives from the African Union, International IDEA, the Electoral Institute for Sustainable Democracy in Africa (EISA), the United Nations Development Programme (UNDP), and the European Centre for Electoral Support (ECES). The gathering reaffirmed the importance of strong, coordinated partnerships in supporting credible, transparent, and inclusive elections across Africa.

The Annual Retreat provided a strategic platform for the African Union and its partners to reflect on ongoing collaboration, review lessons learned from recent electoral processes, and identify priorities for strengthening electoral support. Discussions focused on enhancing the effectiveness of election observation missions, aligning technical assistance with emerging electoral challenges, and reinforcing capacity-building initiatives across continental, regional, and national levels.

In line with the principles of the African Charter on Democracy, Elections, and Governance, participants emphasised the need for greater coordination, innovation, and responsiveness in electoral support. As electoral processes across Africa continue to evolve in complexity, technical partners highlighted the importance of leveraging technology, strengthening institutional frameworks, and preventing electoral conflict through proactive engagement.

The retreat also reaffirmed the value of the partnership between the African Union and International IDEA in promoting democratic governance in Africa. International IDEA contributed to the discussions by advancing innovative approaches to electoral support and identifying key priorities for 2026 under the EU-funded Strengthening Pan-African Capacities Electoral Observation and Assistance (SPEC) Project. The retreat resulted in agreement on the overall work plan and a clear strategic focus on the DEU

The SPEC project, which is co-implemented by International IDEA and Electoral Institute for Sustainable Democracy in Africa (EISA), aims to enhance the transparency and credibility of elections across Africa while contributing to the achievement of Sustainable Development Goal 16.6 on effective, accountable, and inclusive institutions.

Specifically, the programme seeks to:

  • Strengthen the capacity of continental, regional, and national authorities to harmonize approaches to electoral observation and improve institutional performance;

  • Improve continental, regional, and national authorities to demonstrate strengthened institutional capacities in electoral assistance provision in Africa.

Through its continued engagement with the African Union and regional partners, International IDEA remains committed to strengthening electoral institutions, promoting inclusive democratic processes, and supporting sustainable democratic governance across the continent.
