Amazonian Climate Deliberation
Ahead of COP30, to take place in Belém, Brazil, in November 2025, the gap between urgently needed climate action and global governance responses remains. Citizen deliberation has emerged as a leading example of democratic governance innovations to address this gap by raising the ambition and legitimacy of climate policy.
This report presents an overview of three climate assemblies piloted in the Amazon region of Brazil, organized by Delibera Brasil in collaboration with International IDEA. The assemblies brought together citizens to learn, discuss and deliberate on climate adaptation and climate finance. Drawing on the experiences of the three assemblies, the report provides practical insights concerning the inclusion of citizen deliberation in local, regional and global climate decision-making processes. The Amazonian assemblies highlight a gap in existing climate finance ecosystems, providing recommendations for structural changes to benefit local communities and global climate action. The report serves as both guidance and a call to action for more inclusive and ambitious democratic climate governance.
