Ukraine’s Central Election Commission expands artificial intelligence literacy
The session was designed specifically for the CEC and focused on building practical knowledge of how large language models such as ChatGPT can support institutional tasks while respecting transparency, accountability, and ethical standards relevant to electoral institutions.
During the session, CEC representatives explored how ChatGPT can be configured to better understand professional needs and institutional context. Participants were introduced to a range of available functionalities, including custom GPTs, agent mode, deep research, reasoning models, image generation, task management, and the use of personal files and external services. These features were discussed in terms of their potential application within the daily work of the Central Election Commission of Ukraine.
Particular attention was given to the limitations of large language models and the ethical aspects of artificial intelligence use in the public sector. Discussions highlighted data protection considerations, risks associated with overreliance on automated tools, and the importance of maintaining human oversight when using AI in sensitive institutional environments such as election administration.
The session also focused on the role of prompting in effective interaction with AI systems. CEC staff examined the logic and structure of prompts, learning how well-formulated prompts can significantly influence the quality, relevance, and reliability of AI-generated outputs.
A practical segment enabled participants to apply the acquired knowledge by creating and refining texts with the support of AI tools, reinforcing the importance of critical thinking, contextual understanding, and responsible decision-making when integrating AI into institutional workflows.
The training forms part of a broader initiative, “AI in the Work of the CEC: Opportunities and Limitations,” through which International IDEA supports the Central Election Commission of Ukraine in exploring how emerging technologies can be responsibly adopted to enhance institutional resilience and public trust in electoral processes. Through this initiative, International IDEA continues to assist democratic institutions, including Ukraine’s Central Election Commission, in navigating digital transformation in a manner that upholds democratic values, transparency, and accountability.
