Strategic narratives for Ukraine’s post-war elections

On 12 March 2026, International IDEA supported the Central Election Commission of Ukraine (CEC) in conducting a strategic session on developing communication narratives for Ukraine’s post-war elections.

The event brought together around 50 participants, including CEC members and Secretariat staff, as well as representatives of partner organizations.

The session aimed to explore approaches to strategic communication in the context of post-war elections, where clear and consistent messaging will be essential for building public trust and ensuring informed participation.

Participants engaged in a facilitated process combining contextual input and group work focused on developing a central narrative and exploring approaches to communication for different scenarios and target audiences.

A key feature of the session was the diversity of perspectives emerging during group discussions. In several cases, participants worked with similar audience categories but proposed different communication approaches, highlighting the complexity of the topic and the need for further alignment.

Rather than producing finalised narratives, the session initiated a structured discussion and laid the groundwork for continued work in this area.

The event was organised within the "Resilient Elections through Abroad Voting, Capacity Building and Technology in Ukraine (REACT-UA)" project, supported by the Federal Republic of Germany and implemented by International IDEA, co-funded by the EU and Sweden via International Foundation for Electoral Systems, and held in partnership with the Council of Europe and the CEC.

This activity forms part of International IDEA’s broader support to the Central Election Commission of Ukraine in preparing for future electoral processes, where strategic communication will play a critical role in ensuring public trust and institutional resilience.
