UNCAC IRG side event: Implementing COSP resolution 11/7 on political finance transparency: Strengthening independent oversight and enforcement
At the eleventh session of the Conference of the States Parties (CoSP11) in Doha in December 2025, the Conference adopted resolution 11/7, entitled Preventing and combating corruption through enhancing transparency in the funding of political parties, candidatures for elected public office, and electoral campaigns.
For the successful implementation of resolution 11/7, structural conditions are necessary to ensure that political finance transparency frameworks function credibly and sustainably in practice. Findings from the Implementation Review Mechanism show that political party finance systems may be weakened, politicized, or undermined if oversight bodies lack independence, sanctions are not applied consistently, and verification mechanisms are insufficient. Strengthening oversight and enforcement is therefore essential to ensure the meaningful implementation of resolution 11/7.
This side event, co-organized by UNODC, the Government of Mongolia, the Government of Norway, NORAD, International IDEA, International Foundation for Electoral Systems (IFES) and Transparency International, examines how States Parties can safeguard the independence, authority and credibility of the oversight of political finance systems in line with resolution 11/7 and article 7(3) of UNCAC. The discussion will explore how to strengthen legal and institutional safeguards for independent oversight and credible enforcement ensuring that political finance systems remain resilient against political interference and institutional weakening once established.
