Within the framework of their Memorandum of Understanding (MOU), the Electoral Commissions Forum of SADC Countries (ECF-SADC) is collaborating with the International Institute for Democracy and Electoral Assistance (International IDEA) to organize the 13th New Commissioners’ Orientation (NCO) Programme. The programme will be hosted by the Independent Electoral Commission (IEC) of South Africa in Johannesburg, South Africa, from 3–5 June 2026. The event is funded by the European Union through the Strengthening Pan-African Capacities for Electoral Observation and Assistance (SPEC) project.

This flagship regional initiative aims to strengthen the leadership and institutional capacity of Electoral Management Bodies (EMBs) across Southern Africa. The upcoming session will bring together 16 newly appointed Chief Executive Officers and Electoral Commissioners from EMBs in Botswana, Lesotho, Malawi, Namibia, Seychelles, and South Africa.

The NCO Programme plays a critical role in preparing new electoral leaders to deliver credible, transparent, and peaceful elections. It equips participants with essential knowledge, practical skills, and exposure to emerging trends in electoral governance. 

Delivered through an interactive and participatory methodology, the 2026 programme will combine expert presentations, practical exercises, case studies, and peer-to-peer exchanges. Drawing on internationally recognised approaches such as the BRIDGE framework and the Protecting Elections curriculum, the programme will further enhance the capacity and resilience of electoral leadership in the region.

The NCO continues to serve as a vital platform for fostering collaboration, sharing experiences, and reinforcing the commitment of EMBs to uphold electoral integrity and democratic principles across Southern Africa.
