Luis José Consuegra is the Programme Officer for Relationship Development, Prospection and Inter-Regional Dialogue at the Department of External Relations and Governance Support (ERGS,) since 2015.

Consuegra focuses on the coordination of the Inter-Regional Resource Centre, and more specifically, the Inter-Regional Dialogue on Democracy (IRDD,) which is the only platform worldwide that brings together at the highest level the main regional organizations to discuss the challenges and opportunities in the field of democracy support, as well as to identify channels of cooperation and synergies to advance the democracy and good governance agenda worldwide.

Among his main tasks are the organization of an annual workshop on relevant themes related to democracy and good governance, as well as an annual High Level Meeting with the heads of the regional organizations that are part of the IRDD.

Consuegra also supports the resource mobilization efforts for the implementation of programmes, particularly for the work that IDEA advances in Latin America, through its regional office in Chile, and the national offices in Bolivia, Peru and Paraguay.

Consuegra’s recent research is focused on regional organizations, gender equality and political empowerment of women and 2030 agenda for development agenda.   

Prior to working at International IDEA, Consuegra worked mainly on External Relations and International Affairs, specifically in partnership development, inter-institutional relations, youth initiatives and resource mobilization, at the Organization of American States (OAS), at the Colombian Ministry of Foreign Affairs and Universidad del Norte in Colombia.
