Global Initiative on Political Finance Transparency and Integrity: Supporting the Implementation of UNCAC Resolution 11/7
This initiative advances the implementation of resolution 11/7, adopted in December 2025 by the Conference of the States Parties to the United Nations Convention against Corruption on Preventing and Combating Corruption through Enhancing Transparency in the Funding of Political Parties, Candidatures for Elected Public Office and Electoral Campaigns.
As the first internationally agreed framework dedicated to political finance transparency and integrity, the resolution marks an important milestone in global efforts to prevent and combat corruption. The initiative builds on that momentum by supporting countries to strengthen their legal frameworks and oversight capacities, thereby enhancing transparency and accountability in political finance.
For the remainder of 2026, the partners will combine their expertise and global networks to help countries strengthen legal frameworks, oversight capacities and institutional cooperation.
The initiative will engage election management bodies, election tribunals, oversight institutions, anti-corruption agencies, supreme audit institutions, law enforcement authorities and financial intelligence units. Planned activities include establishing an international network of political finance oversight bodies and anti-corruption agencies and improving coordination and information-sharing to prevent, detect and investigate political finance violations.
These initial activities will also lay the foundation for a long-term partnership and the expansion of support to countries and institutions across regions worldwide.
Money can be used to influence elections. That is why transparency regarding the funding of political parties, candidates and election campaigns is important. We are seeing an increasing number of attempts to influence democratic processes through hidden networks and money coming from unknown sources. This is a serious matter, which is why this initiative is important. We must protect democratic processes and maintain trust in democracy.” - Espen Barth Eide, Minister for Foreign Affairs, Government of Norway
“Growing economic inequality poses a challenge to democracy. In many countries, voters know little or nothing about who funds the political parties and the election campaigns of those who gain political power. This increases the risk of corruption and of powerful special interests influencing political decisions behind the scenes. Transparency regarding political funding is therefore important, both to ensure accountable and well-functioning institutions and to ensure that public resources are used for the benefit of the population.” - Åsmund Aukrust, Minister for Development, Government of Norway
