International IDEA at COSP 11

The 11th Session of the Conference of the States Parties (COSP11) to the UN Convention against Corruption (UNCAC) will take place on 9–13 December 2025 in Doha, Qatar. As the world’s largest anti-corruption gathering, COSP brings together governments, international organizations, and civil society to advance global cooperation against corruption and review progress in implementing UNCAC - the only legally binding universal anti-corruption instrument.

International IDEA will participate in COSP11 with a strong focus on political finance transparency, a critical yet often overlooked dimension of the global anti-corruption agenda. Through research, policy assistance, and global advocacy, International IDEA supports countries in strengthening regulations on political donations, campaign spending, reporting and disclosure, and oversight - key pillars for preventing undue influence and safeguarding democratic integrity.

During COSP week, International IDEA will be on the ground in Doha, contributing to discussions and sharing experiences from around the world. We will co-organize two side events on political finance reforms, and we will also deliver a general statement during the plenary session.

We look forward to engaging with anti-corruption experts, partners, and practitioners in Doha as we work together to advance political finance transparency and strengthen democratic resilience worldwide.

Open Letter to the COSP delegates

International IDEA, together with Transparency International, International Foundation for Electoral Systems, Westminster Foundation for Democracy, the Carter Center, and other partners has co-drafted an open letter to the delegates attending COSP 11 on 11 December, calling for their commitment to integrity in the funding of political parties and candidates.

Corruption and abuse of political finance undermine climate and environmental goals. This event explores the benefits of green transitions to political finance and beneficial ownership transparency in tackling corruption. The panel will share recommendations for new UNCAC resolutions on political finance transparency and on environmental crime and corruption. Ms Khushbu Agrawal, Adviser – Money in Politics, will represent the Institute in this panel.

Event: Toward Transparency in Political Funding

International IDEA will be joining its Member States Norway, Mongolia, and Ghana, together with Albania, Armenia and Sri Lanka, as they explore the practical steps they are taking to ensure transparency around funding of political parties, candidates for public office, and election campaigns, and how these measures help prevent corruption and economic crime well beyond election day.
