Humanitarian emergency and electoral campaign: International IDEA continues its long-term approach to strengthen the democratic process in Haiti

Following the passage of hurricane Matthew that hit Haiti the 4 and 5 October 2016, the International Institute for Democracy and Electoral Assistance (International IDEA) would like to express its condolences and its sympathies with the Haitian people. It also welcomes the huge solidarity of the men and women of this country to help the victims of this natural disaster.

Despite the humanitarian emergency, and a few weeks before the first round of elections on 20  November, for which the CEP works to allow everyone to vote, International IDEA would like to reiterate the importance of continuing its commitment and its substantive work to support democratic structures.

January 2017 will mark the fifth year of International IDEA’s presence in Haiti. The Institute has the objective to support democratic transition and consolidation by strengthening the ability of Parliament and political parties to play an effective role in democratic governance, and by creating opportunities for enhanced political participation of women and youth. Moreover, International IDEA works for the achievement of inclusive electoral processes.

This long-term commitment is visible through the activities implemented during the last quarter, with the support of our partners, Norway and now Switzerland.

During the past months, IDEA International has continued to intervene in the various areas of its mandate:

• First of all, International IDEA focuses on the inherent link between democracy and development in Haiti, in particular by encouraging democratic accountability. In this context, on 19 October, International IDEA organized in partnership with the Office of Human Resources Management (OMRH) a workshop to validate the document: "Elements for an accountability policy in the Haitian public administration 2017 -2027". This policy will encourage new practices of transparency and accountability within the different state institutions, both at the national and local level. The workshop gathered members of several bodies concerned by this important issue, including the General Coordinator a.i. of OMRH, Antoine Verdier; the Director of General Accounts of the Superior Court of Auditors and Administrative Litigation (CSCCA), Pierre Albert Maurice; the auditor of the Superior Court of Auditors and Administrative Litigations (CSCCA), Mr. Napoleon Lauture; the Director of the General Inspectorate of Finance (IGF), Guy Romero Latry; the Advisor to the Ministry of Economy and Finance (MEF),  Marilyn Elie Joseph; the National Commission of Public Procurement (NTB) represented by Marie Esther Faroul; the Technical Secretary of the National Commission for Public Procurement, Mr. Jude Dominique Joseph; and a representative of the firm Consultation and Results, Yves Lafortune. The comments and recommendations from this workshop were helpful to define the elements of a public policy on accountability in the Haitian administration. Few weeks before the elections, the development of such tools is essential for International IDEA.

• The Institute is also involved in the field of political participation and representation of women. In partnership with the board of the National Federation of Female Mayors of Haiti (FENAFEMH), International IDEA organized in September a working session to develop a roadmap for efficient management of towns and cities. This will take into account the realities and needs of mayors, particularly in terms of capacity building. These working sessions with the FENAFEMH will lead to the national conference of female mayors, scheduled from 27 to 30 November in partnership with the South Training Institute (IFOS). This event will be focused on two main topics: democratic accountability and capacity buildings to support female mayors in the exercise of their functions.
• Finally, and in the same spirit of the competition Art & Democracy that allowed 20 young artists and photographers to achieve four collective works of art on the theme Art & Democracy, International IDEA has recently support a project of participatory theater to encourage young men and women to be engaged in political debates and formal political structures. This project was implemented from 24-27 October by the troupe Le Petit Lectorat and Nouveau Répertoire and is based on a series of small drama shows, followed by exchanges with the public. The following topics were covered: Elections, Human Rights, Inclusive Participation. International IDEA supports various initiatives led by organizations of women and youth to encourage electoral participation of these two population groups.

Always with this focus of working on the long term and structural way, despite cyclical changes, International IDEA will continue to strengthen the democratic process in Haiti by the end of 2016 and for the year of 2017.

Several activities will be implemented in this direction:

• In addition to continued support for the development of public policy accountability in the Haitian public administration, IDEA International will promote accountability at the local level, in partnership with the National Federation of Mayors of Haiti (FENAMH) and through an information and awareness campaign (in partnership with national and community media).
• Under the current electoral process, IDEA International has established a partnership with the International Foundation for Electoral Systems (IFES) for the realization of two workshops on BRIDGE training. BRIDGE is a course internationally approved on electoral processes. As IDEA International, in partnership with IFES and UNDP, has already organized this training for the CEP during the previous election cycle, these seminars will this time target the organizations of civil society and the media.
• Finally, and following our two recent publications on Political Parties in Haiti and on Relations between Political Parties and Parliament, a new publication on Ideological Practices in Haiti will be launched at the end of the year.

Urgence humanitaire et campagne électorale : IDEA International poursuit son travail de long terme pour le renforcement du processus démocratique en Haïti

Suite au passage de l’ouragan Matthew qui a frappé très durement Haïti les 4 et 5 octobre derniers, l’Institut International pour La Démocratie et l’Assistance Électorale (IDEA International) tient une fois de plus à exprimer ses condoléances et son soutien au peuple haïtien. Il salue également l’immense solidarité dont ont fait preuve les hommes et les femmes de ce pays pour venir en aide aux victimes de cette catastrophe naturelle.

En dépit du contexte d’urgence humanitaire, et quelques semaines avant le premier tour des élections prévues le 20 novembre prochain, pour lesquelles le CEP œuvre en vue de permettre à toutes et tous de voter, IDEA International souhaite rappeler l’importance de poursuivre son engagement et son travail de fond pour l’appui aux structures démocratiques.

Janvier 2017 marquera la cinquième année de présence d’IDEA International en Haïti. Rappelons que l’Institut a pour objectif la consolidation démocratique en renforçant la capacité des partis politiques et du Parlement à jouer un rôle efficace dans la gouvernance, ainsi que la création d'opportunités pour une participation politique accrue des femmes et des jeunes. Il travaille également à la réalisation de processus électoraux inclusifs.

Cet engagement de long terme se matérialise à travers les activités mises en œuvre au cours de ce dernier trimestre, grâce à l’appui de nos partenaires, la Norvège et dorénavant la Suisse.

Au cours de ces derniers mois, IDEA International a ainsi continué à intervenir dans les différents domaines relevant de son mandat :

• En premier lieu, IDEA International met l’accent sur le lien inhérent entre la démocratie et le développement en Haïti, en encourageant notamment la reddition démocratique de comptes. Dans ce cadre, le 19 octobre dernier, IDEA International a organisé en partenariat avec l’Office de Management des Ressources Humaines (OMRH) un atelier de validation du document : «Eléments pour une politique de reddition de comptes dans l’administration publique Haïtienne 2017-2027 ». Cette politique permettra d’encourager de nouvelles pratiques de transparence et redevabilité au sein des différents corps étatiques, tant au niveau national qu’au sein des collectivités territoriales. Cette séance de travail a réuni les membres de plusieurs instances concernées par cette importante question dont le Coordonnateur Général a.i. à l’OMRH, M. Antoine Verdier; le Directeur des Comptes Généraux à la Cour Supérieure des Comptes et du Contentieux (CSCCA), M. Pierre Albert Maurice; l’auditeur à la Cour Supérieure des Comptes et du Contentieux Administratifs (CSCCA), M. Napoléon Lauture ; le Directeur de l’Inspection Générale des Finances (IGF), M. Guy Romero Latry ; la Conseillère au Ministère de l’Économie et des Finances (MEF), Madame Marilyn Elie Joseph ; la Commission Nationale des Marchés Publics (CNMP) representee par Madame Marie Esther Faroul ; le Secrétaire Technique à la Commission Nationale des Marchés Publics, M. Jude Joseph Dominique; et un représentant de la firme Consultations et Résultats, M. Yves Lafortune. Les remarques et recommandations issues de cet atelier ont permis de définir les éléments nécessaires à l’élaboration d’une politique publique de reddition de comptes dans l’administration haïtienne. A quelques jours des élections, l’appui au développement de tels outils demeure un champ important pour IDEA International dans le cadre de son travail de renforcement institutionnel.
• L’Institut intervient également dans le domaine de la participation et la représentation politique des femmes. En partenariat avec le comité directeur de la Fédération nationale des femmes maires d’Haïti (FENAFEMH), IDEA International a organisé au cours du mois de septembre une séance de travail en vue de l’élaboration d’une feuille de route pour une gestion efficiente des communes. Celle-ci prendra en compte les réalités, les besoins et le renforcement des capacités des mairesses. Ces séances de travail avec la FENAFEMH vont aboutir aux assises nationales des mairesses, prévues du 27 au 30 novembre prochains en partenariat avec l’Institut de Formation du Sud (IFOS), qui seront articulées autour de deux volets : la redevabilité et la reddition de comptes, ainsi que le renforcement des capacités des mairesses dans l’exercice de leurs fonctions.
• Enfin, et dans le même esprit qui avait animé le concours Art & Démocratie permettant à 20 jeunes artistes et photographes de réaliser quatre œuvres collectives sur le thème Art & Démocratie, IDEA International a récemment apporté son soutien à la réalisation d’un projet de théâtre participatif afin d’encourager l'engagement des jeunes hommes et femmes dans les débats et les structures politiques formelles. Ce projet s'est déroulé du 24 au 27 octobre avec la troupe Le Petit Lectorat et Nouveau Répertoire et se base sur une série de sketchs, suivi des échanges avec le public. Les thèmes suivants furent notamment abordés : Elections, Droits humains, Participation de toutes et tous dans les actions sociales. IDEA International soutient différentes initiatives portées par des organisations de femmes et de jeunes pour encourager le vote de ces deux catégories de la population.

Toujours avec pour vision l’importance d’œuvrer sur le long terme et de façon structurelle, en dépit des soubresauts du conjoncturel, IDEA International continuera son action de renforcement  du processus démocratique en Haïti pour la fin de l’année 2016 et l’année 2017.

Plusieurs activités sont en effet prévues dans ce sens:

• Outre le soutien continu à l’élaboration d’une politique publique de reddition de comptes dans l’administration publique haïtienne, IDEA International promouvra la reddition de comptes au niveau local, en partenariat avec la Fédération Nationale des Maires d’Haïti (FENAMH), et par le biais d’une campagne d’information et de sensibilisation (partenariat avec médias nationaux et communautaires).
• Dans le cadre du processus électoral en cours, IDEA International s’associe avec la Fondation Internationale pour les Systèmes Electoraux (IFES) pour la réalisation de deux ateliers de formation BRIDGE. Il s’agit d’un cours homologué au niveau international sur les questions électorales. IDEA International, en partenariat avec l’IFES et le PNUD ayant déjà organisé ces formations pour le CEP lors du précédent cycle électoral, ces séminaires seront cette fois dirigés vers les organisations de la société civile et des médias.
• Enfin, et faisant suite à nos deux récentes publication sur les Partis Politiques en Haïti et sur les Relations entre Partis Politiques et Parlementaires, une nouvelles publication sur Pratiques Idéologiques en Haïti verra le jour à la fin de l’année.
