Election observation bodies have paid increasing attention to the problems generated by electronic voting, or, in more general terms, by the use of electronic means as a way to improve traditional electoral processes.

This paper focus on electronic voting: that is to say, casting a ballot by electronic means. It provides an overview of the different written international tools that have been developed for the observation of e-enabled elections and presents some of the challenges to consider when observing electronic voting.
