International IDEA supports CEC-led dialogue on OSCE/ODIHR recommendations

On 15 December 2025, an expert dialogue titled “On the Path to the EU: Overview of OSCE/ODIHR Recommendations on Elections in Ukraine” was held in Kyiv, bringing together over 160 representatives of Ukrainian state institutions, politicians, parliament, civil society, and international partners to discuss priorities for electoral reform.

The event was organized by the Central Election Commission (CEC) of Ukraine in partnership with International IDEA, the International Foundation for Electoral Systems (IFES), and OSCE/ODIHR, with the support of the European Union, the Norwegian Agency for Development Cooperation, and ODIHR. It formed part of Ukraine’s commitments under the Functioning of Democratic Institutions (FDI) Roadmap and its broader European integration process.

Participants reviewed OSCE/ODIHR recommendations stemming from election observation missions conducted in Ukraine between 2014 and 2020, as well as proposals developed by the CEC for their implementation. Discussions focused on identifying legislative and procedural improvements needed to strengthen post-war electoral processes in line with international standards.
Key thematic sessions addressed procedures for invalidating polling station results and conducting vote recounts, examining existing legal frameworks, practical challenges, and possible avenues for reform. Another session focused on ensuring the electoral rights of persons with intellectual and psychosocial disabilities, exploring ways to remove discriminatory restrictions and promote more inclusive participation in elections.

The dialogue provided an inclusive platform for exchanging perspectives, sharing comparative international experience, and exploring practical steps to advance the implementation of OSCE/ODIHR recommendations, contributing to the strengthening of democratic institutions and Ukraine’s progress toward the European Union.
