Preparing Ukraine for Post-War Out-of-Country Voting: international experience, institutional cooperation and future priorities

Russia's full-scale invasion of Ukraine has displaced millions of citizens, creating unprecedented challenges for ensuring their participation in future elections. As Ukraine prepares for post-war elections, developing an inclusive, credible and effective framework for out-of-country voting is essential to safeguarding democratic participation for Ukrainians residing abroad.

Through the EU-supported INSPIRE UA project, International IDEA has collaborated with the Central Election Commission of Ukraine, the Ministry of Foreign Affairs of Ukraine and other stakeholders to examine international experience and practical approaches to out-of-country voting. Drawing on consultations with electoral authorities, public institutions and Ukrainian communities across Europe, the project has identified key lessons and recommendations for strengthening Ukraine's out-of-country voting framework. 
The conference will provide a platform for dialogue among Ukrainian institutions, European electoral authorities, international partners, civil society and diaspora representatives to discuss the findings of these efforts, exchange comparative experiences, and identify priorities for institutional cooperation and electoral preparedness in the context of post-war elections in Ukraine. 

Key speakers will include senior representatives of the Government of Ukraine, the Central Election Commission of Ukraine, the Verkhovna Rada of Ukraine, European election management bodies, the European Union, international organizations, diplomatic institutions, civil society organizations and Ukrainian communities abroad.
