Women are often marginalised from decision-making in conflict and transitional contexts. Despite evidence that women’s presence and participation lead to better and longer lasting outcomes for peace, they remain underrepresented in transitional governments and peacebuilding bodies.

Since the effective collapse of central authority in Somalia in 1991, local systems have provided crucial platforms for governance. Local systems of governance continue to be relevant alongside efforts to rebuild the Somali state, such as attempts to revive formal pre-1991 local government institutions. 

The endeavour to develop the legal framework governing electoral processes is necessary for electoral operations to meet the aspirations of the concerned parties, most notably the voters. To achieve this, the reform process must be guided by key objectives, including enhancing the electoral rights of citizens and institutionalizing guiding principles such as neutrality, inclusivity, transparency, integrity, accuracy and making the electoral process smoother and more efficient.
