In the wake of the establishment of the Transition in Chad following the death of President Idris Deby Itno, and in response to the appeal to the international community to support the implementation of the roadmap adopted in 2021 by the Transition Government, the European Union (EU) and the International IDEA signed an agreement for the "Support for the Democratic Transition in Chad" programme.

With the support of the Swedish Ministry for Foreign Affairs and on the occasion of Sweden’s 2023 Presidency of the Council of the EU, International IDEA led an analysis of the EU’s external democracy policy. To support the EU defending and promoting democracy , the project team formulated strategic and practical recommendations to enhance EU policymaking and implementation on external democracy matters. This included making the EU narrative on democracy fit for the new geopolitical reality.
