Legal basis for administrative requirements at the national level

Article 41(10) of theconstitution provides for the conduct of any referendum to ?be theresponsibility of the Electoral Commission and the provisions of sections 37and 52 shall apply in relation to the referendum as they apply in relation toelections of members of the House and legislation relating thereto.?
