Article 11 of the Constitution provides for optional referenda, whereas article 89 provides for mandatory referenda.

ARTICLE 60.

TheConstitutional Councilshall ensure the proper conduct of referendum proceedings as provided for inarticles 11 and 89 and in Title XV and shall proclaim the results of thereferendum.

Section 46

The Constitutional Councilshall be consulted by the Government on the holding of referenda. It shallimmediately be informed of all measures taken for that purpose.
