Legal basis for administrative requirements at the national level

Constitution:

39. (7) Theconduct of any referendum for the purposes of subsection (5) of this sectionshall be under the general supervision of the Supervisor of Elections and theprovisions of subsections (4), (5) and (6) of section 35 of this Constitutionshall apply in relation to the exercise by the Supervisor of Elections or byany other officer of his functions with respect to a referendum as they applyin relation to the exercise of his functions with respect to elections ofmembers of the House of Representatives.
