Peruvian ONPE and Panama Electoral Tribunal exchange experiences

The delegation from Peru's National Office of Electoral Processes (ONPE) concluded a successful exchange visit with Panama's Electoral Tribunal (TE), in an initiative supported by International IDEA.

The purpose of this mission was to discuss the integration of technology and oversight to ensure the transparency of electoral processes in both countries.

The initial day of the program for horizontal cooperation with Peru National Office of Electoral Processes (ONPE), led by Karina Rivera Bustamante, Luis Camino, and Jesús Alberto Félix Atuncar, presented the central pillar of their transparency strategy: the “Claridad en Línea” (Online Clarity) platform system. This portal, operational in Peru since 2021, is a fundamental tool used by the ONPE to report the income and expenses of political organisations' financial campaigns, arousing great interest among Panamanian officials.

In turn, ONPE representatives expressed keen interest in Panama's experience, particularly in the Center for Digital Studies and Monitoring and the digital voting process that has been used in Panama since the 2014 elections. They also visited the Electoral Tribunal's Political Financing Oversight Directorate (DIFFPOL) as part of the exchange.

This process of horizontal cooperation between the two electoral bodies continues with the Panamanian delegation's visit to the ONPE headquarters in Lima on October 6 and 7. This upcoming meeting will consolidate the strategic alliance, establishing a path for the continuous exchange of best practices throughout the region.
