Artificial intelligence in elections: insights for Ukraine

On 23 March 2026, International IDEA, in cooperation with the Central Election Commission of Ukraine (CEC), conducted an online webinar on the responsible use of artificial intelligence in electoral management. The event brought together around 80 participants from the CEC.

The webinar provided a comprehensive introduction to the role of artificial intelligence in electoral processes, focusing on practical applications, associated risks, and governance considerations. It aimed to support participants in understanding how AI can be responsibly and realistically integrated into the work of electoral management bodies. 

The session was delivered by experts from International IDEA, drawing on global experience and comparative insights in the field of artificial intelligence and electoral management.

Participants were presented with a wide range of international examples, illustrating how electoral institutions are beginning to explore and apply AI in practice. These included experiences from South Africa, Mexico, Pakistan, Albania, the United Kingdom, Australia, Estonia, and Peru, covering areas such as voter services, election logistics, cybersecurity, legal workflows, and financial oversight. 

The session also introduced a structured approach to AI adoption, outlining key stages from institutional readiness and governance setup to piloting and scaling solutions. Particular emphasis was placed on the importance of data governance, human oversight, and clearly defined institutional responsibilities.

At the same time, the webinar addressed the limitations and risks of AI, including concerns related to accuracy, bias, data protection, and over-reliance on external providers. Participants were encouraged to approach AI as a supportive tool rather than a replacement for human decision-making, particularly in high-stakes electoral contexts.

Given the novelty and complexity of the topic, participant engagement was primarily reflective, with clarifying questions focused on international practices, highlighting a strong interest in understanding how these approaches could be applied in practice.

The event was organised within the U-VOTE project, supported by Norway and implemented by International IDEA, in partnership with the Central Election Commission of Ukraine.

This webinar forms part of International IDEA’s broader efforts to support the Central Election Commission of Ukraine in navigating emerging technological challenges, ensuring that innovation in electoral processes remains aligned with democratic principles, transparency, and accountability.
