Marcelo Varela-Erasheva

Former Programme Manager

Marcelo Varela-Erasheva is the Project Manager for International IDEA in Panama. 

Before joining International IDEA, he was the Ambassador of Costa Rica to Turkey between 2016-2018, Ambassador Deputy Permanent Representative of Costa Rica to the United Nations and other international organizations in Geneva, Switzerland between 2015-2016, Associate Director of the Americas Program of the Carter Center in Atlanta, Georgia between 2008 and 2015. He was also the Associate Secretary of the Group of Friends of the Inter-American Democratic Charter and the liaison officer between The Carter Center and the Organization of American States (OAS). He has managed cooperation projects funded by USAID (US), DFID (UK), DFAIT (Canada), the European Union, and other donors.
