Laura Rivera Marinero is a Senior Specialist in democratic governance, public innovation, and sustainable development, with more than two decades of experience leading institutional strengthening processes, political dialogue, and change management initiatives.

Before joining International IDEA, she led the Governance Area of the United Nations Development Programme (UNDP) in El Salvador, working with public institutions across the three branches of government, electoral bodies, local governments, civil society organizations, the private sector, and international partners to promote more effective, inclusive, transparent, and resilient institutions.

Recognized for her ability to build consensus in complex environments, she has spearheaded initiatives in public administration modernization, citizen security, justice, peacebuilding, civic participation, social innovation, digital transformation, and democratic strengthening.
