Carolina da Silva is the Project Manager in the Latin America Regional Office, and based in Uruguay.

Carolina da Silva is a senior adviser with over 15 years of experience in developing public policies to foster innovation, competitiveness and development. She has deep expertise in leading strategic projects aiming to generate evidence-based policies, innovative public programs and public/private initiatives. Prior to joining IDEA as a Programme Officer in Montevideo /Uruguay, Carolina worked in senior positions in the Uruguayan Government, such as Social Security and Labour Ministry Statistics Director, Lead of the Foresight Unit of the National Budget and Planning Office and Director of Productive Articulation at the Ministry of Industry, Energy and Mining.

With degrees and postgraduate studies in Political Science, International Relations, Development and Participatory Governance, Carolina has been working over the years as an independent consultant to other governments (UK, Mexico, Argentina, Brazil) and international  (EU, IDB, UNICEF, UNDP, ECLAC and UNIDO) providing thorough and skillful support for innovation and sustainable development.
