Alexandra Oancea

Associate Programme Officer

Alexandra Oancea is the Associate Programme Officer for the Constitution Building Processes team in The Hague office. Alexandra joined International IDEA in April 2025. 

Alexandra focuses on comparative constitutional design, providing research and support to constitution-building processes. She also manages ConstitutionNet, International IDEA’s knowledge platform for the global constitution-building community.

Before joining International IDEA, she worked at the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in Warsaw, where she provided technical assistance to OSCE participating States engaged in democratic reforms, with a focus on civic space and security sector governance and reform. She has also conducted legal research on HIV-related laws and policies for UNAIDS Asia-Pacific, on conflict-related sexual violence for the Centre for African Justice, Peace and Human Rights, and on women's rights issues for Engender Scotland.

Education
Bachelor of Laws (LLB) in European Law from Maastricht University (the Netherlands) and a Master of Laws (LLM) in Human Rights Law from the University of Edinburgh (United Kingdom)
