Título II, Capítulo I, Artículo 16: El Consejo Nacional Electoral, por órgano de la Comisión de Registro Civil y Electoral, desarrollará un sistema coordinado con los demás órganos del Poder Público que ejecuten acciones relacionadas con el Registro Civil; a tal efecto, se crea el Sistema Nacional de Registro Civil.
Comment
The National Electoral Council both oversees, and is part of, the National Civil Registry System. It therefore has authority over the National Office of the Civil Registry (see Título II, Capítulo I, Artículo 16 of the Organic Law of the Civil Registry).
