Romania, Parliamentary Elections 11 December 2016, OSCE/ODIHR Needs Assessment Mission Report, 27 – 29 September 2016, accessed 22 February 2019

“In the 11 December parliamentary elections, voters will elect 330 members of the lower house of parliament and 136 members of the upper house through a fully proportional system. The elections will be conducted under a substantially revised legal framework. Key changes address a number of previous OSCE/ODIHR recommendations and include new provisions on voter and candidate registration, recruitment of polling staff, postal voting for citizens abroad.

Some 609,000 voters are enrolled on the register of citizens abroad, with some 7,000 registering for postal voting.”

Direct response provided by the Head of Communication and International Affairs Department of Permanent Electoral Authority of Romania:

“The electoral legislation stipulates that Romanian citizens living abroad can vote for Presidential elections, for Parliamentary election, European Parliament elections and national Referenda.”
