9. Electoral Administration 9.1Voter Registration

Cambodia adopts according to theNEC a so called „permanent voter registration system‟. Eligible voters have toregister and verify their registration on the voter list annually when the NECconducts a voter list revision and registers new eligible voters. The voterregistration system is not linked to a civic registration system or ID cardsystem. Eligible voters changing their residence are not automaticallyregistered in the voter list. In order to be registered as voter in their newresidence they have to re-apply or return to their home residence where theyhave been registered first as voters.

Cambodia maintains a fixed annualvoter registration and verification system; citizens have a month and a halfeach year to register to vote or to verify their registration status. Theregistration and review period is held in September and October, nine monthsbefore the election.
