Instruction for Production of ElectoralRolls and Voter Photo Identity Cards (VPIC), 2012

1. BhutanElectoral Roll Management System (BERMS)

1.1  TheDepartment of Electoral Registration and Boundary Delimitation shall maintain adynamic web–based Bhutan Electoral Roll Management System (BERMS) incorporatingas a module of the ECB’s Bhutan Electoral Data-base System (BEDS) module.

1.2  TheBERMS shall be a web-based interface with each Dzongkhag Electoral Office forentry, cross-checking or verification of details of Voters.

1.3  TheDepartment of Electoral Registration and Boundary Delimitation shall beresponsible to maintain BERMS and make it accessible for entry, cross-checkingand verification of details of Voters, across the nation, at all times andconvenient for a Registered Voter to check his/her status of Voter Registrationon the ECB Website, either by entering his/her VPIC Number or CID Number.
