Constitution of the Cook Islands sections 37(7)(b)(iii) and 41(2)(c) each require two-thirds of those voting to approve a mandatory constitutional referendum.     

The Constitution and Other Polls Act 1993, Section 4 provides for ad hoc (optional and advisory) referendums (as known as polls). Since these are merely advisory referendums the notion of ‘passing’ is majoritarian.
