Comment
Explicitly, the legal framework only excludes a few issues of being subject to optional referendum (article 14 of Law 026 on Electoral Regime). It is understood that, aside from those explicitly restricted and those that must be put to mandatory referendum, any other issue might be subject of optional referendum.
