Does the country use open source software in electoral processes?

In 2005, there was an attempt to obtain information on open source software by contacting the CIAPEM (Comité de Informática de Administración Pública Estatal y Municipal, A.C.)) of Mexico at the Regional meeting held in Morelia, Michoacán (12/8/2005), but there was nothing conclusive from such effort in terms of documents, recommendations or considerations regarding its use.
