Does the country use open source software in electoral processes?

In the past, the National Electoral Council has contracted the development of its electoral management systems, with vendors using software that provides the licenses for every delivered product. However, it currently uses proprietary software the information systems central to its electoral processes. It also utilizes Windows and Microsoft Office for day-to-day activity within the institution.

However, open source tools like Zimbra (for e-mail), Alfresco (for information storage) and OTRS (for online helpdesk) are all components of the Council’s administrative infrastructure.
