Article112. Questions Offered to the Referendum

Thefollowing questions shall not be submitted to the republican referendum:
anyquestions, which may lead to violation of the territorial integrity of theRepublic of Belarus; any questions pertaining to election and dismissal of the President of the Republic of Belarusand appointment (election or dismissal) of officials whose appointment(election or dismissal) is within the competence of the President of theRepublic of Belarus and the Chambers of the National Assembly of the Republicof Belarus; any questions on adopting and amending the budget and introducing,changing and cancelling taxes; and any questions on amnesty or pardon.
Thequestions, which shall not be submitted to the local referendum, include thosespecified in the part three of this Article, the questions of importance forthe Republic of Belarus as a whole, the questions which were regulated by thelegislation of the Republic of Belarus and the questions, relating to approvaland dismissal of officials, which are within the competence of a respectivelocal executive and administrative body and the head of such body.
