Constitution of the Cook Islands sections37(7)(b)(iii) and 41(2)(c) each require two-thirds of those voting to approve amandatory constitutional referendum.     

The Constitution and Other Polls Act 1993 section 4 provides for ad hoc/optionaladvisory referendums (aka polls): for an example of their merely advisorystatus (even on non-mandatory constitutional issues) see the IDEA case study ofthe 1994 referendum.
