Article 79 (3).
A bill for the alteration of Part III of this Constitution or of thisArticle shall not be passed unless before the first reading of the bill in theNational Assembly it has been put to a National referendum with or withoutamendment by not less than fifty per cent of persons entitled to be registeredas voters for the purposes of Presidential and parliamentary elections.

Article 12.
(2) Nothing in this Act shall be construed as preventing or delaying thecoming into operation of any Act in respect of which a referendum is heldpursuant to the provisions of the Constitution if:
a) it is stated in the declared result of such referendum that theprovisions of the said Act are supported by the votes of a majority ofthe persons entitled to vote in such referendum; and[…]
