11. Referenda only have binding effect when the number of voters exceeds half the number of registered electors.

Article 240. Binding efficacy
Referenda only have binding effect when the number of voters exceeds half the number of electors registered on the electoral roll.
The result of the referendum is binding only if more than half (50%) of registered electors vote. This applies to both mandatory and optional referenda.
