Article 7. Determination of Results ofMandatory Referendum 

1. A mandatory referendum shall be deemed havingtaken place, if over onehalf of the citizens, having the right to vote and having been registered inelectoral rolls, have taken part in it.

2. The resolution regarding the provision of Articleone of the Constitution of the Republic of Lithuania, “The State of Lithuaniashall be an independent, democratic Republic,” and also concerning theConstitutional Act of June 8, 1992, “On Non-Alignment of the Republic ofLithuania To Post-Soviet Eastern Alliances, shall be deemed asadopted, if at leastthree-fourths of the citizens having the right to vote and having beenregistered in electoral rolls, have approved it.

3. The resolution regarding the amendment of the provisionsof Article 1 of the Republic of Lithuania Constitution on, “The State ofLithuania” and Chapter XIV, on “Amending the Constitution” shall be deemed aspassed if more than halfof the citizens, having the right to vote and having been registered onelectoral rolls have approved it.

4. Sprendimas dėl kitų klausimų, įstatymų ar jųnuostatų, kurie buvo svarstyti privalomajame referendume, yra laikomas priimtu,jeigu tam pritarė daugiau kaip pusė piliečių, dalyvavusių referendume, bet nemažiau kaip 1/3 piliečių,turinčių rinkimų teisę ir įrašytų į rinkėjų sąrašus.

5. The decision on the issues stipulated in paragraph5 Article 4 of this Law, shall be deemed adopted if it has been approved bymore than one half of the voters who have participated in the referendum.

Article 8. Determination of Results ofConsultative (Deliberative) Referendum

1. Aconsultative (deliberative) referendum shall be deemed as having taken place ifover one half of the citizens, who are eligible and have been registered inelectoral rolls, have taken part in it.

3. In the event when fewer voters have taken part inthe referendum, than has been stipulated in paragraph one of this Article, itshall be deemed that the referendum has not taken place…
