Who decides on the final form of the ballot text?

of Referendum;

h) Prepares, develops andprints the ballots for the Referendum so that the ballot is clear

and easy to understand as toeach proposed referendum question; […]

BallotPaper- Ballot Paper Design, Article22.

1) Ballot papers shall be in aform to be prescribed by the NEC, who shall arrange to print and issue theballot papers for the polls.

2) The referendum ballotshould indicate a question proposed for the referendum and two possible answersto this question: “yes”, and “no”.

3) The ballot paper shall beprinted on one side only.

4) The ballot paper shallcontain the referendum questions, the date of the Referendum and instructionson marking the ballot paper in order for the ballot to be considered as a validballot.

There isno current legislation providing for the administrative requirements forreferendums.  For the last Constitutionalreferendum on August 23,2011,the Referendum Regulations (2011) wasenacted specifically for the referendum, establishing the rules and proceduresfor its conduct.

Referendum Regulations (2011) states that the NEC wasresponsible for deciding the final form of the ballot text in that particularreferendum.
