President, with the signature of all members of his/her cabinet and the previous acceptance of the Senate, can initiate areferendum on issues of national relevance. The Legislature can only initiate a referendum in the case of setting up a National Constitutional Assembly. Support of at least 10% of the registered voters is required to initiate abrogative or rejective referendum.
