I. GeneralProvisions
Art. 3a.
(1)Pursuant to a treaty ratified by the National Assembly by a two-thirds majorityvote of all deputies, Slovenia may transfer the exercise of part of itssovereign rights to international organisations which are based on respect forhuman rights and fundamental freedoms, democracy and the principles of the ruleof law and may enter into a defensive alliance with states which are based onrespect for these values.
(2) Before ratifying a treaty referred to inthe preceding paragraph, theNational Assembly may call a referendum. A proposal shall pass at thereferendum if a majority of voters who have cast valid votes vote in favour ofsuch. The National Assembly is bound by the result of such referendum. If suchreferendum has been held, a referendum regarding the law on the ratification ofthe treaty concerned may not be called.

(1) The National Assembly calls a referendum on the entryinto force of a law that it has adopted if so required by at least forty thousand voters.

(1) The National Assemblymust submit a proposed constitutional amendment to voters for adoption in areferendum, if so requiredby at least thirty deputies.

Art. 108
(1) By ordinances,the National Assembly proclaims constitutional acts amending the Constitution,calls referendums, orders parliamentary inquiries, establishes publicinstitutes and public enterprises in accordance with the law, and regulates themanner of work and the relations within the National Assembly.
6. Procedure for amending the Constitution
Art. 182
(1) The National Assembly promulgates a constitutionalact amending the Constitution no later than eight days after its adoption unless at least 30 deputiesrequire that the constitutional amendment be submitted to the voters forapproval at a referendum.
7. Procedure regarding referenda
Art. 184
(1) The proposal that the National Assembly call areferendum regulated by law on its own initiative must be submitted by a deputyin writing. The proposal must clearly state the question to be posed atthe referendum. The proposal must include a statement of reasons.
(2) The President of the NationalAssembly sends the proposal to the working body responsible and the Legislativeand Legal Service in order to obtain their opinions.
(3) The proposal is placed on the agenda of the nextsession of the National Assembly provided that it has been submitted no laterthan 30 days prior to such session.

The National Assemblyconsists of ninety deputies. Thirty deputies ofthe National Assembly can initiate a referendum on a constitutional amendment(Art. 170, Constitution; Art. 182, Rules of Procedure of National Assembly).This constitutes a legislative minority.
